About the Program
Provide consolidated application support and technical services for approximately 300 enterprise applications across DLA’s IT Enterprise. Tasks include:

  • Application and web administration support (IIS, Apache, ColdFusion, etc.)
  • Database administration (Oracle, SQL Server, DB2)
  • Middleware administration (Oracle Fusion Middleware, WebLogic, APEX)
  • Project and task order management
  • Risk and performance management
  • Compliance with 8570/8140 certifications, DoD RMF, and STIGs
  • Support spans environments hosted on-premises, in DISA facilities, and commercial cloud environments (Azure, AWS). Services must cover both NIPRNET and SIPRNET systems.
Infrastructure Application and Database SME Responsibilities
Provides support, analysis, and research into exceptionally complex problems and processes relating to the subject matter. Serves as technical expert on executive-level project teams, providing technical direction, interpretation, and alternatives. Thinks independently and demonstrates exceptional written and oral communication skills. Has a strong command of the English language. Applies advanced technical principles, theories, and concepts. Contributes to the development of new principles and concepts. Works on unusually complex technical problems and provides solutions that are highly innovative and ingenious. Administers and troubleshoots Oracle EBS Financial ERP, Oracle Database, Service Oriented Architecture (SOA), Single Sign-On (SSO)/Oracle Access Manager (OAM), Oracle Identity Manager (OIM), Oracle Business Intelligence Suite Enterprise Edition (OBIEE), Hyperion, Enterprise Data Quality (EDQ) software, Oracle User Productivity Kit (UPK), and Oracle Governance, Risk, Compliance tools, and cloning. Implements Oracle Real Application Cluster (RAC), Active Data Guard, Golden Gate, and database performance tuning within the Oracle EBS environment. Provides technical writing to ensure all reports and deliverables are delivered in a timely and quality manner to the government.

Minimum Requirements:
• Ten (10) years of experience.
• Have supported DoD or Federal Oracle shared service providers on an Oracle Fusion Middleware 12.2 or higher.
• Has a strong command of the English language.
• Must possess IT-I Critical Sensitive security clearance or Tier 5 (T5) at time of proposal submission.

Additional Requirements:
• Have experience managing Design and Operational technical teams that support the enterprise Oracle Fusion Middleware platform with over 300,000 users in production environments.
